Noel combines a rich background in teaching, management, and leadership. From 2002 through 2007, he served at the Ministère de l’Éducation, du Loisir et du Sport, as Assistant Deputy Minister for the English-Speaking Community.
Previously, he was Assistant Director General (Assistant Superintendent) and Educational Services Director for the New Frontiers School Board. He has held numerous teaching positions, including Resident Adjunct Professor for the Faculty of Graduate Studies in Education at McGill University, and Sessional Lecturer for the Department of Education, Faculty of Arts and Science, at Concordia University and is currently lecturing in the Graduate Certificate of Educational Leadership at McGill. He was previously the Director of a Continuing Education Centre, Consultant in Continuing Education and Administration, and Curriculum Developer for the Faculty of Education, Distance Education Department, at McGill University.
His many accomplishments in education include leadership in the implementation of Quebec’s current school reform and significant developments in Vocational Education. He is also responsible for the establishment of the Leading English Education Research Network (LEARN) as well as founder of the Community Learning Centres (CLC) network. He has most recently established the Quebec English-speaking Research Network (QUESCREN) at Concordia. Noel is a respected keynote speaker and workshop facilitator on leadership, change management, and lifelong learning who has accompanied many educators and institutions on their journey to success.
Noel holds an MEd (in Administration and Policy Studies) from McGill University and is a practicing Personal and Professional Coach, certified by the International Coaching Federation (IFC).
